Study: Shannon Bird Ranked Far and Away the Most Effective Lawmaker in Colorado

Westminster, Colorado – A new study from the Center for Effective Lawmaking, a joint initiative from Vanderbilt University and the University of Virginia, ranked Shannon Bird as far and away the most effective lawmaker in Colorado.

The study assigned a “Legislative Effectiveness Score” to every lawmaker, and found that Bird’s score was more than twice as high as anyone else in the legislature.

According to the study:

“At the top of the list is Representative Shannon Bird from District 29 (Adams and Jefferson counties) with a score of 9.62. In the 2023-2024 legislative session, she introduced 106 bills, 100 of which received action beyond committee and passed the House, and 99 of which became law. 

[…] Three Democratic Representatives on our current list were also among the top-10 highest scorers in the 2021-2022 legislative session: Rep. Shannon Bird (District 29).”

About Shannon Bird

Shannon was raised by a single mom and her grandmother, who dealt blackjack and used her tips to help Shannon get through college. They taught her how to work hard, give back and fight for what’s right.

With a passion for improving education for every student, Shannon started in public service by volunteering in her kids’ classrooms and co-founded an organization that empowers students, parents, teachers, and communities to create more equitable local schools. She led a bond measure campaign for the Adams 12 district in 2014 to fix and improve local schools, leading to her serving on the Westminster City Council and then in the Colorado State House, where she served for three years on the Joint Budget Committee.

Prior to serving in public office, Shannon worked in the private sector, practicing law in the fields of public and commercial finance, helping to get large community projects like roads, bridges, schools, and hospitals off the ground.
